Dear friends, let's get ready! Join us in Dalian - The 2025 POMS Chinese Summer School is officially launching! Nestled in the picturesque city of Dalian, this prestigious event is co-hosted by the International Society for Production and Operations Management (POMS) and the China Research Association for Optimal Planning and Economic Mathematics. Funded by the International Cooperation Department of the China Association for Science and Technology, it is jointly organized by Dongbei University of Finance and Economics, the Higher Education Management Branch of the China "Double Law" Research Association, Liaoning Provincial Public Administration Graduate Innovation and Academic Exchange Center, and the Ministry of Education's "Big Data-Driven Economic Policy and Operations" Discipline Innovation and Talent Introduction Program (111 Plan) Base. The 2025 POMS Chinese Summer School, themed "Digital Technology-Driven Operations Management and Social Governance Transformation", aims to introduce cutting-edge advancements and practical needs in production operations management and social governance for faculty and students across Chinese universities specializing in behavioral data science, digital economy, digital governance, digital government, disaster management, smart city management, e-government, industrial research and public policy, technology management, and related fields.
POMS Chinese Summer School has long adhered to its public service mission. Leveraging the strengths of international and domestic management and economics disciplines, faculty teams, and top-tier academic resources, the International Society for Production and Operations Management (POMS) and China's "Double Law" Research Association co-host this summer school focused on operations management and social governance. It provides young scholars and outstanding graduate students nationwide with opportunities to understand and grasp the latest academic developments and research achievements in modern operations management and social governance, broaden their international academic horizons, enhance innovative research capabilities, integrate the world's most advanced concepts and theories of operations management and social governance with China's rich management practices, tell compelling Chinese stories, and strive to promote long-term prosperity and lasting peace in the Asia-Pacific region.
II. Faculty Team: Starry Sky
2025 POMS China Summer School adheres to the educational philosophy of "International Approaches, Chinese Issues", focusing on the theme "Digital Technology-Driven Operations Management and Social Governance Transformation". The program has assembled a global top-tier faculty team in operations management and social governance, led by international authoritative scholars including one of the founders of POMS Society and Executive Editor-in-Chief of POMS Journal.
Notable participants include: Professor Sushil Gupta (Florida International University), co-founder of POMS and Department-Editor of Disaster Management in POM; Professor Nagesh Murthy (University of Oregon), Editor-in-Chief of Decision Science, Former President of POMS; Professor Subodha Kumar (Temple University), Deputy Editor and Department Editor of POM Journal, and Chair of POMS Election Committee; Professor Sihong Wu (University of Auckland), Senior Editor of Asia Pacific Journal of Management; Professor Zhu Xufeng, Dean of School of Public Policy and Management at Tsinghua University; Professor Wei Jiuchang, Dean of School of Public Affairs at University of Science and Technology of China; researchers Cao Zhidong, Chen Kaihua, and Zheng Xiaolong from Institute of Automation, Chinese Academy of Sciences; Professor Li Yongjian from Nankai University Business School; Professor Lv Xin from National University of Defense Technology; Professor Zhen Lu from Shanghai University School of Management; Professor Dong Yucheng from Sichuan University Business School; and Professor Xu Jianjun, Executive Dean of Modern Supply Chain Research Institute at Dongbei University of Finance and Economics. IV. Enrollment: Enroll Now!
The POMS Chinese Summer School, committed to serving society through public welfare, charges a registration fee of 500 RMB per participant (including training materials, admission handbook, T-shirts, etc., with official invoice from Dongbei University of Finance and Economics). This year's summer program will be held in Room 707, Duxing Building, Dongbei University of Finance and Economics. Each class committee will organize diverse extracurricular activities.
Successful applicants will receive a graduation certificate jointly issued by the International Society for Production and Operations Management (POMS) and the China Research Association for Optimization Methods and Economic Mathematics, signed by the POMS Executive Committee Chair, POMS Executive Editor-in-Chief, and Chairman of the China Dual Methodology Research Association.
The 2025 POMS Chinese Summer School will enroll 150 international students from universities worldwide, following a merit-based selection process (registration via WeChat QR code, see QR code below). Applications close August 15,2025. Priority is given to second-year or higher master's students, doctoral candidates, and young faculty members in management and economics disciplines from domestic and overseas institutions, requiring strong English proficiency and solid operations research foundation. Authors with published papers in mainstream international management journals or outstanding paper nominations will be prioritized. Graduate students and young faculty from central and western regions will receive preferential treatment (those facing financial difficulties may apply for fee reduction upon submission). As registration approaches its conclusion, the organizing committee will conduct eligibility screening based on applicants' qualifications. Remaining quotas will be prioritized for universities in central and western regions and candidates with strong research backgrounds. The admission list and official acceptance letters will be simultaneously published on August 15-17 through the websites of the School of Public Administration at Dongbei University of Finance and Economics and the China Higher Education Management Association for Dual Law Programs. For the 2025 summer class, a class committee will be established to organize academic exchanges and cultural activities during breaks and weekends.
V. Paper Submission and Evaluation: A Platform for Intellectual Exchange
To advance interdisciplinary research on digital technologies in operations management and social governance, the POMS China Summer School is hosting an academic paper exchange program. We invite high-quality English papers from scholars, PhD candidates, and outstanding master's students worldwide. All submissions will undergo peer review to determine acceptance. Selected papers will be categorized into two formats: Oral Presentations (Oral Presentation) and Poster Sessions (Poster Display), with certificates awarded for exceptional contributions.

All submitted papers must be original and unpublished works. The organizing committee will conduct anonymous peer reviews by experts. Following group paper presentations and expert evaluations of outstanding papers, the winners will be announced at the closing ceremony with certificates awarded. Selected exceptional papers will be recommended to partner journals or the 2026 POMS International Conference.

The Summer School will host a National University Talent Recruitment Fair (Management Field) on the morning of August 22. Employers are welcome to register free of charge with full expenses covered. Interested organizations are requested to submit registration intentions, electronic promotional materials, and recruitment PPTs to the Higher Education Management Branch Office email scopehe@163.com (Subject: "Recruitment Fair Registration-Organization Name") by August 15. Applicants are advised to prepare their own promotional materials, with recommended size: 80cm x 200cm.
