东北财经大学坐落于辽宁省辽东半岛南端的浪漫海滨都市——大连。大连市是国务院确定的计划单列市，是我国北方重要的港口、工业、贸易、金融和旅游城市，是东北对外开放的龙头和窗口，素有“东北之窗”、“ 北方明珠”、“浪漫之都”的美称。学校始建于1952年，2012年教育部、财政部、辽宁省人民政府共建东北财经大学。学校遵循“博学济世”的校训，正向着国际知名、财经特色突出的高水平研究型大学的发展目标迈进。
东北财经大学公共管理学院是我国最早一批以国家教育部新专业目录“公共管理”为学科发展方向的学院之一。1999年9月8日，东北财经大学公共管理学院的成立，不仅标志着我校管理类学科的发展进入了一个崭新的阶段，而且是我校在当今国家政治经济体制的改革中，应社会对公共管理人才的需求而迅速做出的反应，开拓了学校发展的空间。她是以我校原计划统计系的国民经济管理专业、城市经济专业及国家工商总局投资建立的工商行政管理专业为基础组建而成。
经过20年的不懈努力，公共管理学院获得了长足发展。2006年获批社会保障博士学位授权点和公共管理一级学科硕士学位授权点；2011年获批公共管理一级学科博士学位授权点，成为全校第六个拥有一级学科博士学位授权点的单位；2012年获准建立公共管理一级学科博士后科研流动站。目前，公共管理学院拥有公共管理一级学科博士点（目前，行政管理、社会保障、教育经济与管理、应急管理（筹）四个二级学科在招收博士生），拥有隶属于应用经济学的国民经济学博士学位授权点；拥有国民经济学、行政管理、社会保障、教育经济与管理、土地资源管理和应急管理（筹）六个硕士点，以及MPA专业学位授权点；拥有劳动与社会保障、行政管理、智慧城市管理（筹）和应急管理（筹）等四个本科专业。我校公共管理学科是辽宁省一流学科（A类）和特色学科，在全国第四轮学科评估中位列前30%；公共管理一级学科进入辽宁省一流特色建设学科第一层次；2018年5月，获批“辽宁省公共管理研究生创新与学术交流中心”。劳动与社会保障专业2019年入选国家级一流本科专业建设点。经过二十余年的建设与发展，公共管理学院形成了门类齐全、结构完善的学科体系。
学院拥有一支年龄、学历、职称和学缘结构合理的高水平教师队伍。现有教师41人，其中博士生导师7人，教授11人，副教授20人(含准聘），同时聘任了教育部长江学者奖励计划讲座教授、国务院特殊津贴获得者、教育部教学指导委员会委员、中国双法研究会高等教育管理分会理事长、辽宁特聘教授、学科带头人和骨干教师等。近年来，该学科加大海内外优秀人才引进力度，先后柔性引进海外特聘教授2人，兼职教授5人，包括POMS学会主席Sushil Gupta教授、POM期刊执行主编Subodha Kumar教授、纽约大学布法罗分校庄峻教授、《运筹与管理》主编刘克教授、《公共管理学报》主编米加宁教授、国家应急管理部研究中心副主任贺定超高级工程师等知名学者。引进了毕业于北京大学、清华大学、中国科学院、上海交通大学、西安交通大学、复旦大学、哈尔滨工业大学、奥克兰大学、广岛大学、阿拉巴马大学、首尔大学、吉森大学等海内外优秀博士，形成了一支五湖四海、充满朝气，多学科背景、多学缘结构交叉融合，以中青年教师为主、具有较高学术水平和研究实力的师资队伍。
学科发展紧密结合国家和地方经济建设重大需求和公共管理学科的国际前沿趋势，围绕着创新社会治理、推动辽宁振兴、建设数字政府、保障国家安全、创建智慧城市等当前我国公共管理的重大需求，推动政府管理、社会治理、城市管理、应急管理和全球治理的现代化和数字化转型。近三年，学院教师承担了国家重点研发计划项目、国家自然科学基金委重大研究计划集成项目和面上项目、国家社会科学基金项目等国家级课题，相应的资政建议获得国家领导人批示，以及教育部人文社会优秀成果奖、辽宁省自然科学奖（政府奖）、辽宁省哲学社会科学优秀成果奖等省部级科研奖励。近五年来，学院教师积极参与学术交流与合作围绕着数字政府、国家安全、东北振兴等国家重大战略，相关成果发表在Risk Analysis、Social Networks、EJOR、IJPE、TRA、Transport Policy、《管理世界》《管理科学学报》《公共管理学报》等权威期刊，讲好中国故事，发出东财声音。

School Profile
Dongbei University of Finance and Economics is located in Dalian, a romantic coastal city at the southern end of Liaodong Peninsula in Liaoning Province. As an important port, industry, trade, finance and tourism city in the north of China, Dalian is known as the "window of Northeast China", "Pearl of the North" and "City of Romance". Dongbei University of Finance and Economics was founded in 1952. In 2012, Dongbei University of Finance and Economics was jointly established by the Ministry of Education, the Ministry of Finance and the People's Government of Liaoning Province. Following the motto of "Learning to benefit mankind", the university is moving towards the goal of becoming an internationally renowned high-level research-oriented university with outstanding financial and economic characteristics.
The School of Public Administration of Dongbei University of Finance and Economics is one of the earliest schools in China to take "Public Administration" as the subject development direction of the new major catalogue of the Ministry of Education. On September 8, 1999, the establishment of School of Public Administration of Dongbei University of Finance and Economics not only marks the development of management discipline of the university has entered a brand new stage, but also is the rapid response of the university to the needs of the society for public administration talents in the reform of the current national political and economic system, and opens up the development space of the university. It is based on the national economic management major and urban economy major in the Department of Planned Statistics of the university and the Industrial and Commercial Administration major invested by the State Administration for Industry and Commerce.
After 20 years of unremitting efforts, the School of Public Administration has made great progress. In 2006, it was approved as the doctor's degree authorization program of social security and the master's degree authorization program of the first-level discipline of public administration. In 2011, it was approved as a first-level discipline doctoral degree authorization program in public administration, becoming the sixth unit of the university with a first-level discipline doctoral degree authorization program. In 2012, it was approved to establish a post-doctoral research mobile station for first-level disciplines of public administration. At present, the School of Public Administration has a doctoral program in the first-level discipline of public administration (at present, four second-level disciplines of administration, social security, educational economics and management, emergency management are recruiting doctoral students, and a doctoral program in national economics affiliated to applied economics. It has six master's programs in national economics, administrative management, social security, educational economics and management, land resources management, emergency management, and MPA professional degree authorization program. It has four undergraduate programs, including labor and social security, administrative management, smart city management and emergency management. The discipline of public administration in our university is the first-class discipline (class A) and characteristic discipline in Liaoning Province, and ranks the top 30% in the fourth round of national discipline evaluation. The first-level discipline of public administration has entered the first level of the first-class characteristic construction discipline in Liaoning Province; In May 2018, it was approved as "Innovation and Academic Exchange Center of Liaoning Public Administration Graduate Students". Labor and social security major was selected as the national first-class undergraduate major construction site in 2019. After more than 20 years of construction and development, the School of Public Administration has formed a discipline system with complete categories and perfect structure.
The College has a team of high-level teachers with a reasonable structure of age, educational background, professional title and academic relationship. Existing teachers 36 people, including 5 doctoral supervisors, 15 professors and 6 associate professors, and hired the Ministry of Education Changjiang Scholars program chair professor, the State Council special allowance winner, the Ministry of Education teaching guidance committee, the chairman of the Higher-education Management Branch of Chinese Society of “Double Method”, Liaoning Distinguished professor, etc. In recent years, this discipline has intensified efforts to introduce excellent talents from domestic and over-sea universities. It has successively introduced 2 Distinguished Professors from overseas and 5 part-time professors. Prof. Sushil Gupta, President of POMS Society, Prof. Subodha Kumar, Executive Editor of POM Journal, Prof. Zhuang Jun from New York University at Buffalo, Prof. Jianing Mi, editor-in-chief of Journal of Public Administration, and Senior Engineer He Dingchao, Deputy Director of the Research Center of the National Ministry of Emergency Management, and so on. The school actively introduces outstanding doctoral graduates from Peking University, Tsinghua University, Chinese Academy of Sciences, Shanghai Jiao Tong University, Xi 'an Jiao Tong University, Fudan University, Harbin Institute of Technology, Hiroshima University, University of Alabama, Seoul National University, University of Giessen, Germany, etc. It has formed a dynamic team of young and middle-aged teachers with high academic level and scientific research strength, who are based on multi-disciplinary background and interdisciplinary structure.
The development of the discipline is closely satisfied with the major needs of national and local economic construction and the international frontier trend of public administration, such as innovating social governance, promoting the revitalization of Liaoning, building a digital government, ensuring national security, and creating smart cities, so as to promote the modernization and digital transformation of government, social governance, urban management, emergency management and global governance. In the past three years, teachers of the school have undertaken the national key Research and Development Program, the National Natural Science Foundation of China Major Research Program integration project and general project, the National Social Science Foundation project and other national projects. The corresponding suggestions have been approved by the national leaders, and won the provincial and ministerial scientific research awards such as the Humanities and Social Outstanding Achievement Award of the Ministry of Education, the Natural Science Award of Liaoning Province (the Government Award), and the Philosophy and Social Science Outstanding Achievement Award of Liaoning Province. In the past five years, faculty members have actively participated in academic exchanges and cooperation on major national strategies, such as digital government, national security and Northeast revitalization. Relevant achievements have been published in authoritative journals such as Risk Analysis, Social Networks, EJOR, IJPE, Management World, Journal of Management Science, Journal of Public Management, etc., in order to tell a good Chinese story, put forward the plan of DUFE.
