Dehai Liu is a professor  and  Dean of Public Administration at Dongbei University of Finance and Economics. He has long been engaged in research in the field of social crisis and emergency management, especially the evolutionary mechanism and emergency management of social crises including natural disasters, mass incidents, infectious diseases and terrorism. He presided over five National Natural Science Foundation projects in the field of emergency management. Related researches publish in EJOR, IJPE, Journal of Evolutionary Economics, Disaster Prevention and Management, Social Networks, Journal of Management Science (Chinese), Journal of Public Administration (Chinese), etc. with more than 100 academic papers. He is currently serving as the chairman of the fifth Council of Higher Education Management Branch (2018-), and deputy chairman of Emergency Management Committee (2019-) of China Double-method Society. The relevant research results of emergency management won the 2019 Natural Science Award of Liaoning Province (Third Class) and the third prize of the Seventh Scientific Research Outstanding Achievements of Universities in 2015 (Humanities and Social Sciences). In 2012, 2015, 2016 and 2018, he was awarded as Liaoning Province Excellent Master's degree thesis Advisor. In 2021 and 2022, he will be awarded as Liaoning Province excellent doctoral thesis Advisor.

报告摘要:

Data or digital technology, especially the dramatic development of big data and artificial intelligence, has achieved much more tremendous economic and social progress. Data has become an important and inseparable element and provide great power to different industries. However, when huge amounts of data are generated and utilized at the same time, there are also potential risks in the progress of data utilization. The potential issues (e.g., data breach, data theft, data over collection etc.), which may result in the loss of consumer surplus, social welfare, and even damage to national security. Based on these issues, this study proposes a new conceptual domain (i.e., data utilization and protection), then makes the systematic review about data utilization in typical scenarios (e.g., smart manufacturing and production, business operations, logistics and supply chain management, etc.), and data protection (i.e., data security, data privacy, data ownership). This study may provide a reference for solving these troublesome issues. In addition, this study makes a novel contribution to data utilization and protection, which provides a deep analysis for the current issues in the domain of operations research & management science. Last but not least, this study discusses requisites for future research directions according to the existing gaps relevant to this study, highlighting the key points about data utilization and protection and identifying research issues that are less understood. Meanwhile, this study can give some implications to future research between academia and practitioners.
